Many phones come with a setting for that. There are some that can’t turn off, such as parental control and such. Just try going to your settings or options and look for tracking. with a lot of smart phones you can even control which applications have access and which ones that don’t.

Its been proven the government has tracking units in cell phones and no one is debating this because its been proven. Tablet PC Architectures Dominated by ARM and iOS; New Kindle Could Light a Fire Under Android

Shipments of tablet PCs with ARM processors are expected to grow 211% Y/Y in 2011 to 59.9 million units, while tablet PCs with x86 processors (typically used in notebook and netbook PCs) are not expected to experience strong growth until 2013, according to the newly-launched DisplaySearch Tablet Quarterly report. Similarly, Windows 8, which is also associated with mobile PCs, is not expected to take significant share until 2013.
